The european programs called LIDER appear in parallel to this development. Firstly acting in SAJA-NANSA area, afterwards being enlarged to other areas as Campoo.
So, in the last four years other programs have been created, called PRODER, which have  included Ason, Liebana, Pas basin, Miera and Pisueña areas.
All these Assistance plans have meant a very important development of the lodging offer of rural tourism.
This has motivated that we can consider some areas of Cantabria as saturated areas, for example Liebana or Santillana del Mar outskirts.
According to a research made by the Association in 2001 we have working lodging houses:
- with more than 20 years, 1.04%
- from 11 to 20 years, 5.21%
- from 6 to 10 years 26.04
- from 1 to 5 years 67.71
These data demonstrate that the development according to the offer has happened the last 5 years.
These programs Proder and LIDER are giving priority to other complementary initiatives to the mere lodgings and of whom we have a lack.
Except for small firms of active tourism that have been recently set up, there are no other activities to be developed by the client in their leisure time.
In 1997 the regional Government created the new law about rural tourism according to the decree 31/1997, of 23rd April.
And like this the new classifications are created. They are:
Like this, the inicial concept of rural tourism as a complementary income becomes the main income with the respective professionalism of the sector.
Here the new training courses appear, the majority of them take place at the Cantabria Rural  Tourism Association and the General Manager of Tourism.
With the new laws and the new categories the quality of the sector increases, it can be said that many of the lodgings are like small hotels, some of them even not being placed in the exactly rural atmosphere.
The National Quality System for Rural Houses appears, to obtein the tourist "Q".

CANTABRIA AS TOURIST DESTINY
We already have the tourist lodging offer with levels higher than the mean, a varied and big offer in lodging services. We get like this occupation in july and august season.
In Cantabria we offer over all natural landscape, inheritance conservation, etc. Only
Therefore our efforts must be dedicated to this, we have to become aware of it and be able to transmit it to the administration, we must conservate this environment and this landscape we have. In some cases, too many, it is degradated in favour of the new constructions.
In the other hand, we don´t have only to exploit the resources we have, we must create new tourist resources, this is essential to have demand in the other seasons.
All around this lodging offer that we have achieved with so much effort, now we have to be able to create another alternative offer, complementary, dynamic and which will be useful to the occupation and the interest of our visitors.
Other small firms devote to tradition recovering, to the gastronomy in the different areas, to alternative activities, to lost customs and manners.
Once and for all, to obtein nor only the occupation of the establishment, but also the occupation of the whole time that is always longer than the one used for sleeping.
The administration, the european assistances, etc must help and subsidize to these little firms, to these imaginative and different projects.
 The managers of Rural Tourism have been innovators. We have created a new product, a new way of enjoying the holidays, we have introduced village, weath has been created, little firms, but all of this is not enough, nowadays this offer presented only as lodging is not enough.
Getting these complementary ideas we will be able to offer closed packets where the client knows from the beginning the price as well as what they are going to do during their stay, apart from the weather.
The rain doen't matter so much, because we have a calendar of activities (of visits), that is completed with the gastronomy, so the rain will not be an obstruction to enjoy Cantabria.
We must be creative enough to make of the rain a slogan and a fellow traveller which allows us to enjoy even more of this land, because it makes it to be so green, it also makes the environment be better preserved and, on the whole, that we have better life quality.
